    I just wanted to know, Neale, what work is being done about low birth weight and the low birth weight rate in London. I know this country has one of the highest low birth weight rates in Europe and the low birth weight rate in London is likely to be very high because of the numbers of children living in poor environments.     This is about tall buildings. First of all, high-rise in my understanding does not always mean high density. Because it depends on the planning. And I would like you to explain that a bit.     I just picked out that you talked about the view of the Tower of London, and I noticed the other day when I was shown lots and lots of views of Renzo Piano's proposed building for London Bridge that it actually rises directly behind the rather famous view of the Tower of London. What would you say to that?
