I can see from the tables which MOPAC has provided to us that the emergency response times of the police across London for the past two years have slipped in the wrong direction, particularly for Category S, which is the ‘respond in one hour’, and Category E, which is the ‘respond to within 48 hours’.     It is very good to see a clear commitment in the Housing Strategy, not just to deal with these issues of supply/quantity, but also address issues of quality. Perhaps one issue that Dee has left out of that long list of points about diverse supply etc, is the question of lifetime homes. Now, there was very clear statement in the London Plan, and it is here again in the Housing Strategy, that we would like basically to see all new homes meet a lifetime home standard and we would like to see a significant number - 10%, I think -...

    Do you think the Mayor would be interested in seeing the housing association sector restructured somewhat in London, to avoid some of the problems of lack of economies of scale and fragmentation that we see at the moment that undermine the quality of housing and estate management?

    I notice that 'Tube lines' programme of station rebuilds and major refurbishments is heavily biased away from South London stations. Did you discuss the priority order of these schemes with Tube Lines and if so can you justify only working on 3 south London stations in the next 5 years? Do you think there is scope for reviewing these priorities when TfL takes over LUL? .

I appreciate that Brixton, which is the sixth busiest station in London, is being done and that Kennington is being done.     Some stations, although they may not be in a critical condition, are not very good; for instance, Stockwell in South London is not due for a makeover until 2008. They may not be the worst on the list, but nonetheless they are a very poor environment. We have a significant amount of antisocial behaviour and nuisance around those stations, which I think is partially conditioned by the fact that the station is not in a good state and does not feel like a secure environment, as Toby mentioned.     As you are aware, in urban deprived communities one of the aspects of ill health that is much increased is mental illness. In Lambeth, we've got six times the national average for mental illness. We've got the highest rate of mental illness in the entire world. And the South London Maudsley NHS Trust has been doing some very innovative work on early intervention, trying to get to people in the system, particularly young men, before their problems become too serious.     16,000 Londoners die every year from coronary heart disease. It would be difficult to kill that many with a machine gun if you walked around the streets of London; 16,000 people. It's a huge epidemic. Survival rates from cardiac arrests are around 2% in London, which is one of the lowest, I think, in the western world. What is the GLA going to do about improving cardiac emergency care, defribulation, oxygen support schemes?
