    I was struck by the fact that so much legacy is going to be wrapped around Sport England and the role they are going to play in the sporting legacy. Of course, I suspect there is a problem here, is there not, because of the fact that they are, to a large extent, dependent on Lottery funding. It would seem that Lottery funding is now being very stretched indeed, given that it looks like the Lottery is going to be involved in actually bailing out large overspends should they happen.     I think there are concerns here that everyone talks grandly about legacy, but actually so much of it is dependent on all the ducks being in a row, and I think perhaps that we are concerned that its intentions will not necessarily guarantee delivery.     Is it in the best interests of policing London to have TOCU officers deployed in Boroughs whilst being operationally detached from the local Borough commander .

    Angie Bray (AM): Recently I visited a small out-of-hours, non-contact boxing class organised by a former Olympic boxer. It struck me that what he was doing was totally wonderful. He had a class full of enthusiastic girls and boys of all ages. The great thing was that because he was sufficiently charismatic they were all willing and wanted to go to his class.     I wonder what measures have been taken or are being taken to ensure that local boroughs and the local borough police are fully aware of the Step Change programme so it can be taken into account when they are planning their own community safety strategy?

    You know that I represent Kensington and Chelsea, which is already in an agreement with the Met. I think they have already taken on their first 45 PCSOs.

    Well it is not in one way, because obviously they are sort of doing the same things for themselves already. Can you give me some assurance that they will still get their full allocation of Step Change officers regardless of the fact that they may have already taken on some extra officers at their own expense through their own arrangements?
