Jenny Jones AM: On this substantive issue, I am very concerned that you are actually releasing too much industrial land because the vacancy rate on industrial land has actually halved in the past 15 years and is now lower than retail vacancies. I am concerned that you are talking about surplus land when, actually, it is not surplus because small businesses still need to be near centres of population and they still need to be near town centres. I just wonder how much research you have done on this.

Darren Johnson AM: I hear what you say about Wormwood Scrubs and the issue of permeability. I do not at all doubt the need to improve permeability. However, surely, this type of thing can be done through sensible negotiations between boroughs. You do not need to include it in the MDC to ensure pathways and gates to public open space, do you?

Jenny Jones AM: I have not been convinced by these arguments about keeping Wormwood Scrubs open space inside the MDC. The council that currently has it in their borough is against it. The Friends of the Open Space are against it. It looks like a mayoral land grab. It does not look like a coherent plan. Given that the Assembly's Environment Committee investigation into the barriers that ordinary Londoners faced in terms of greening their homes showed that one of the biggest barriers that Londoners faced, even though they were enthusiastic about wanting to do something, was the lack of practical advice and information, does it not suggest that the comparatively low take-up we have seen so far suggests we need a more aggressive marketing campaign that reaches Londoners rather than less emphasis on marketing and getting the message out?

Would you also agree that, rather than simply just expecting people to come to you for advice and information, we need to see more of what has been happening in Lewisham where council officers have been going directly to peoples' own homes on a door-to-door basis and offering that advice directly?

One of the reasons I put this question is because when we actually got the Met to take up the reduction of road death and casualties as a priority I really felt that the argument had been won. However, I still do not see the results in the boroughs. Are there resources going to the boroughs for this or not?

A couple of years ago I went around to about a third of the boroughs to talk to the borough commanders about the issue of road crime and ask them what resources they were putting towards road safety. At the time they said it was not a priority for them, although they would love to do it and saw the value. It is now a priority for the Met, but I still do not see any real understanding of that in the boroughs. What can you do about it personally, Commissioner?
