In retrospect, do you regret perhaps not negotiating more robustly - I am choosing my words with care - with the IOC over some of its more elitist demands? For example, we spent vast amounts of money upgrading the transport system but it is insisting that nearly half the people have got the right to use the roads.

Just following on from Navin's [Shah] comment, on the cultural side you mentioned in your opening remarks that 286 cultural events had taken place in the Cultural Olympiad, which is great. Have you got an indication of how many of those were run by the third sector and how many of them were run by ethnic minorities?

How confident are you in the competence of the Home Office to carry through all the security procedures that are going to be required with the many tens of thousands of volunteers that you are going to be using? I am referring particularly to Criminal Record Bureau (CRB) checks. Currently when police officers are being recruited, teachers are being recruited, social workers in Haringey are being recruited, it takes many months to go through all of this process and that is just normal everyday work. So, do you actually think the Home Office are up to it?

I am not arguing with the principle. I am just trying to understand how many of the 70,000 volunteer places will actually be available if the sponsors take up their allocation and do not decide to give them to the community. How many are going to be available for the community? Is it 60,000, is it 50,000 or is it 65,000?

I will come on now to sponsorship. There have been reports in the press that sponsors are going to get an allocation of tickets, which is perfectly understandable. I suppose you share my view and hope that it will not be like Wembley, where so many of the tickets are sold to people who have no interest in football and have their back turned to the game. I know. That is the problem. However, it is not just about role models. It is not just about the Tanni Grey-Thompsons of this world. It is not just about the Mike Braces. It is about community sport because surely the legacy of the Paralympics must be that people with disabilities, and in particular young children with disabilities, should be able to look at the Olympics, become inspired and say `I could do that'. However, there is no point in thinking `I could do that' if there are then no sports facilities locally to enable them to do it.

I have absolutely no doubt that that is the case. I have never had any doubts that that is the case. My concern is turning that into action. I am very clear what the legacy of the Olympics is going to be. More jobs, more houses, more employment opportunities, up-skilling the work force, etc, etc. I am less clear what the legacy of the Paralympics is going to be and it seems to me that nobody is taking responsibility for fronting this and for making sure it happens.
