Just going back to one of my bugbears since the ricin in Wood Green, when the local chair of the Health Trust, the local chief executive, and I think the local head of the Fire Service were not aware of the ricin incident until two days afterwards. Are you satisfied that in terms of a health issue, the communications are now infallible?

Just a very quick question. You mentioned a gas attack down, sir, the Tube network, like with Sarin. Do you have the necessary equipment to go down and administer help underground, and the necessary breathing apparatus to last long enough to be effective? For instance, if they do not last half an hour, you will only have about 15 minutes or so down there.

I am trying to get my head round this, and I have written down 'complementary specialisms, information flow, early advice, and then the crunch, which is marshalling resources to the scene.' I just want to follow up the work about working together in this MAIAT. I am confident when you are all in a room, yes, you are all working together, but it has been reported to me that none of your communication systems actually connect with each other. Therefore, what happens at the operational level, if you are all running on different communications systems? Is that high up on the agenda? I am thinking about the command, really. I will return to the politics of the situation in a moment. Firstly, can I ask Sir John for his professional take on the situation? Previously you were eloquently talking about the national responsibilities of the Met and our specific grant covering those of £200 million or so, is rising by 2.5%, less than the rate of inflation. Graham Tope (AM): I do not think any of us would want to suggest that this was an issue solely for the Met to deal with; I took that as a given. Toby mentioned earlier the issue of bullying. Quite often bullying of young people whether inside or outside school is regarded as something that is part of growing up. Is that the attitude that the Met takes, and if it is not as I hope, how do you work with local authorities and other agencies to address the issue of bullying amongst young people?
