    Nicky Gavron AM: I want to talk about the parking standards in areas of outer London. One of the most worrying aspects of the minor alterations is the Mayor’s decision to introduce minimum car parking standards. Minimum car parking standards were abolished by the government of the day 22 years ago and they are not part of the national policy.     Is there adequate strategic leadership of housing policy and its implementation in London?

    You talked about levers and about your optimism about new flexibility and new innovative ways of delivering housing in the future. I have seen somewhere that tax incremental financing (TIF) is at last being considered. Could you shed any light on this? What form of TIF would it be and how would you use it to help social housing?
