    Joanne McCartney AM: Thank you. My question is for the Commissioner, and I am going to raise the issue of the Piccadilly line signalling upgrade. It is good to hear that you have better relations with Government than previously. We do know that the new trains will increase capacity on the line by 23 percent, but if it were to be given the go-ahead, the signalling would increase capacity by 64 percent. Can I ask you about the state of those negotiations and are you hopeful that we will get that capital funding?

    Joanne McCartney AM: My first question is to the Commissioner and it is regarding TfL’s Capital Plan. I just want to know how the negotiations with Government are going - and I have asked you before - about the Piccadilly line signalling and track, which is getting increasingly old and unreliable, as you told us at our last Transport Committee meeting. Please, could you just give us a brief update?

    I was going to make a plug for us to have a base in Enfield and Haringey. Can I also a ask that when you are looking at this you look at some of the hot spots, particularly around schools? Right down the Hertford Road and the A10 in Enfield we have something like five secondary schools coming out on to the same bus routes, and I think that needs to be factored in to where you base 'Transport Safer Neighbourhood Teams.

    A number of the issues I was going to raise have been dealt with but I wanted to ask about what the Commissioner has just said. TfL, as I understand it, are paying for the PCSOs and that is on the basis of the map of crime that they have, that is evidence based. It is about the boundaries. How then are you going to modify that? You have already taken on some views like Jo (McCartney) asking for an extension there. Do you not think it would be reasonable to stay with the evidence and so we know that...

    The base in Enfield is very welcome, I know that. We have the estate strategy, and we then have the Safer Neighbourhood offices opening up, and there seems to be two strategies running alongside. I want to check that they are coordinated, so that when you are leases you are looking at that wide strategy at the same time as well?
