    Everybody agrees that it is desirable to have uniform presence of whatever form but, of course, the Mayor told us that the decision to go for 375 PCSOs as opposed to a different configuration, for example warranted officers, came on advice from yourself as Commissioner.     The Mayor, we know, is an elected politician, and we know where he comes from politically. The Deputy Mayor is elected; we know where she comes from politically. Some of the Mayoral Advisors are described as having political links with various pressure groups, for example Socialist International and Socialist Action. Do you have any links with that?

    Can I stress, the difference is that when the Mayor makes a full delegation of his powers to you, in preference to an elected member of the Authority, he has put you into the situation where it is a legitimate question to ask where politically the person making those decisions is coming from.

    In your opening statement when you set out your responsibilities you said that you have some responsibility for ensuring consistency between the different policies that the Mayor adopts and in ironing out any problems about that consistency. Does that include problems about potential inconsistencies between the draft London Plan and the environmental strategies?
