    Commissioner, you mentioned again a term you used to use about the Balkanisation of policing services. You were always opposed to the accreditation of local authority run neighbourhood wardens or whatever term they use in parks police. Are you reconsidering that view, and will you allow accreditation in London as in the rest of the country?

    Thank you. Safer Neighbourhood Policing is your baby. It is your stamp as the new Commissioner and it is your stamp on policing in London. Therefore, if you cannot get enough money for an expansion of neighbourhood policing, your reputation is at risk. Are you sure that you are actually going to get 6,000 PCSOs paid for from the Home Office?

    I noted in the budgetary implications of this sort of requirement and for Safer Neighbourhood teams ' and this question is meant to be helpful ' that in Croydon, and it's something which I have noted from other colleagues, there was quite a resource re-allocation to fulfil the commitments on PCSOs. Indeed petitions I presented earlier were linked with the withdrawal of some police officers from other areas so as to deliver on the PCSO teams or the Safer Neighbourhood team project.     Can I say that obviously policing does not come cheap in London. I would not say that that is necessarily a bad thing if we get what we need, but it does not come cheap, and yet our own crime survey, which we produced in April, showed that over a quarter of Londoners said they had seen less police officers on the street, 52% said they had not seen a difference, and the crime survey also found that over 50% of Londoners felt that crime was rising in their areas.     Neighbourhood policing is very expensive. In the next two years £90 million, £100 million, something like this, for the expansion. I was in fact going to ask exactly about the £300 million that you hope to get out of your review, whether you would use any of that, and it would be right to use our own resources. I believe that the neighbourhood policing now is all rolled out in the first quarter of the year, funded by £2.8 million from the underspend which we are having this year.     Could I come back to that, because I would like to ask you specifically about that in just a minute, but just to come back on what you just said, are you suggesting that people who are having to spend a lot of their own good money are actually crazy to do so? Could it not just be that they do not feel very safe?
