    Nicky Gavron AM: I want to talk about the parking standards in areas of outer London. One of the most worrying aspects of the minor alterations is the Mayor’s decision to introduce minimum car parking standards. Minimum car parking standards were abolished by the government of the day 22 years ago and they are not part of the national policy.     Nicky Gavron AM: Sir Howard I want to ask about some of the carbon dioxide (CO 2 ) implications - and carbon-emission reduction - that flow from your report. The context is that the Committee on Climate Change has said that to meet the Government target of an 80% reduction for the UK in carbon emissions by 2050, UK aviation emissions will have to stay within a cap of 37.5 million tons per annum.
