Yes, this is interesting. This has really come as a bit of a bombshell because much of the consultation and the discussion which has taken place up until now has been predicated on the proposal that there is going to be increasing co-operation between boroughs and that there may well be a change in the rank of the person who is in charge in a particular borough.
