The European Commission has recently proposed changes to the legal framework of Europol, the EU police force, significantly enhancing its powers. Whereas in the past, Europol could only "participate in a supporting capacity" with national forces, now it is proposed that they have powers for "the co-ordination, organisation and implementation of investigative and operational action carried out jointly with member states' competent authorities".
