Decision DD2609 requests that £100,000 be spent on preparatory work for a decision you may not take. Given you have already awarded four Boroughs funding for the Borough of Culture programme, why can you not retain the existing infrastructure to issue next year’s grant?

The decision states “£40,000 on the procurement of a grants-management system to establish an online application system; preparatory engagement activity for prospective borough applicants; and design costs (prospectus, application guidance)”. Why can you not re-use the same management system from previous years?
