    Your “Budget Guidance for 2024-25” published on 14 July 2023 says, “In preparing this guidance, we again have to manage a chronic lack of information from government, including on funding levels for next year and important aspects of the business rates system such as the ‘multiplier’ uplift that should be applied to take account of inflation.” Can you provide me with details on what information you were waiting for Government to provide, what effect the lack of information had on your ability to prepare the 24/25 budget and if the information has now been provided?

    The September CPI rate is normally used by government as the basis for uprating the business rates multiplier and key welfare benefits for the following financial year. Given the September 2023 CPI is 6.7% has the Government provided any information regarding whether it intends to cap, freeze or uprate the business rates multiplier, and on what basis?

    Government has been freezing the business rates multiplier since 2019/20 and compensated local authorities for the cumulative lost revenues, arising from these decisions, via the general ‘section 31’ grant. What discussions, if any, have you had with Government regarding the potential freeze and Section 31 grant in 2024/25 and beyond?
