  • Mayor's proposed Fairness Unit - hotel room attendants work conditions

    • Reference: 2016/4140
    • Question by: Caroline Russell
    • Meeting date: 16 November 2016
Thousands of London hotel room attendants work for housekeeping sub-contractors. According to Unite the Union, hotel chains such as Hilton and Intercontinental Hotel Group (IHG) contract their housekeeping service providers to invoice by the number of rooms cleaned, rather than by the hours worked. Attendants have to increase their productivity rate to achieve minimum wage, and often work far beyond their finish time to meet targets for no extra pay. Will your proposed Fairness Unit investigate this sort of exploitative business practice?

Will you update your data to accurately reflect the current economic activity?
  • Proposed tax hike for businesses with solar panels

    • Reference: 2016/3673
    • Question by: Caroline Russell
    • Meeting date: 19 October 2016
The Valuation Office Agency's draft rateable values for 2017 for all properties that pay business rates are proposing a six- to eight-fold tax rise for businesses that own solar panels and use the power themselves. Given your decentralised energy targets and forthcoming solar strategy, will you make a representation to the relevant Government departments against these proposals which the Solar Trade Association believes will severely damage solar deployment and delay cost parity with fossil fuels?

Given that the GLA is working with Southwark Council on the draft Old Kent Road Area Action Plan proposals, that could involve the removal of large quantities of industrial accommodation and businesses, have you carried out an assessment of existing economic activity and jobs in this area? Has there been analysis of the increasing demand for industrial and studio type premises? Please can you provide this information and break it down by economic activity, or if available by the UK Standard Industrial Classification?
