    In your opinion, what contribution does ozone make to climate change and global warming? Do you understand that, unlike carbon dioxide, ozone's absorption band in the infra-red spectrum is unsaturated, meaning an increase in tropospheric ozone will have a far greater impact on infra-red absorption than carbon dioxide?

    To ask the Mayor what representations he has made to the Secretary of State for Defence, or the Civil Aviation Authority about the fact that RAF Northolt has been stealthily increasing the volume of its commercial flights over recent years, so that now, most flights are non-military. The Ministry of Defence has successfully used the airbase's military status to allow 12,000 commercial flights a year, whilst carefully avoiding any meaningful public consultation on what is essentially, a change of use.     In Mayor's Question 2016/4175, I asked whether any Clinical Commissioning Groups were planning to deny routine surgery to patients on the grounds of obesity, or smoking. You responded that: 'London CCGs do not currently ration or deny care based on the smoking habits or BMI levels of their patients.' However, the front page of the Evening Standard on 10 January 2017 stated that both Richmond and Croydon CCGs have already decided to do exactly that. Which version of these events is true?
