    Table 6-7 of the ‘London-wide ULEZ Integrated Impact Assessment (ULEZ Scheme IIA)’ shows that, contrary to your claims, the expansion of ULEZ will make almost no difference to pollution in areas with larger ethnic group populations. Will you now admit expanding ULEZ has nothing to do with cleaning up pollution and more to do with your war on car users?

    Page 83 of the ‘London-wide ULEZ Integrated Impact Assessment (ULEZ Scheme IIA)’ notes the time limited exemption for Blue Badge Holders, however: “This is valid as long as their vehicle doesn't change tax class.” This policy would therefore economically punish disabled Londoners who, for whatever reason, may need to change their car to one in a different tax class. Why are you doing this to disabled Londoners?

    The ‘London-wide ULEZ Integrated Impact Assessment (ULEZ Scheme IIA)’ states on Page 84: “Disabled people who do not qualify for the Motability scheme or disabled vehicle tax exemption for their vehicles would be disproportionately impacted by the Proposed Scheme, as it is likely to be more difficult for them to switch mode or to upgrade to a compliant vehicle, due to financial constraints and/or the vehicle adaptations required.” Will you create an exemption for disabled Londoners who do not qualify for the Motability scheme or disabled vehicle tax exemption?

    The ‘London-wide ULEZ Integrated Impact Assessment (ULEZ Scheme IIA)’ states on Page 85: “As part of the Proposed Scheme it is proposed to increase the level of the Penalty Charge for non-payment of the ULEZ charge from £160 (discounted to £80 if paid within 14 days) to £180 (discounted to £90 if paid within 14 days). It is worth noting in this context that most vehicles will comply with the ULEZ standards and therefore no charge will be payable.
