Does the Metropolitan Police Service actually accept in broad principle the findings of the Leveson Inquiry?

Obviously because the time has slipped for getting bids in to you by the end of February but the schemes are going to be starting in April, the new financial year, it does not give them very much leeway. Will you be giving them some extra leeway in how they can deliver those schemes?

I am going to move on to a few questions about community safety funding, if I may, and I wanted to ask the Deputy Mayor for Policing and Crime. Obviously we have seen some of the criteria that have come through in the letter that has been sent out from you and London Councils to councils. The first question was how MOPAC selected the criteria under which the decisions on allocating community safety funding were selected and what consultation if any you made in determining the criteria with relevant stakeholders who were applying for funding.

Can I just ask one question before we leave this section on violence against women and girls. We did hear in one of our earlier sessions that there is a shortage of refuge places in London. Is that something that MOPAC can look at, the demand and the need for that as well?

Perhaps I can start with the Commissioner because we are meeting on the day that Lord Justice Leveson is to announce the results of his inquiry and recommendations. No doubt there will be recommendations with regards to the police as well. I just wondered if you could take a couple of minutes just to explain whether you have actually seen the report, know what the recommendations are and how the police are going to respond to it.

Perhaps I can move to the Police and Crime Plan, and thank you, Deputy Mayor, for sending us the headline document. I think at the moment, until there is great meat on the bones, there is very little we can feedback at the moment, so we look forward to doing that in the New Year. Could I just make and observation and ask one question. You talked about accountability earlier, police accountability. I just wanted to ask about the drop in rape reporting and wanted to ask the Commissioner when the Metropolitan Police Service will conclude its assessment of the reasons behind the recent drop in reports of rape and whether the findings of the assessment will be shared with the Committee.

Can I just pick up some of the training issues then. I am very pleased you said you welcomed outside providers perhaps that deal with violence against women and girls to come in and do some training, because that is one of the issues that was raised with us from those support groups. I understand that particularly with you recruiting more PCs, part of your frontline training is now going to be computer based. How do you ensure the quality of that and the quality of response to vulnerable victims with that computer-based training?

I just wanted to make one comment on the consultation programme. I am going to agree with Caroline that an hour per borough seems quite short. How are you going to demonstrate that you have listened to people, because obviously the real way that you can demonstrate that consultation is meaningful is by demonstrating that you have taken comments onboard? Are you going to allow room for change if after what is an extensive consultation you find that you do not have the support for the plan that you are obviously hoping to get?

I am going to start today and start by asking some questions about the MOPAC Challenge mechanism. The Deputy Mayor for Policing and Crime has set up what he calls MOPAC Challenge, which is the principal mechanism through which the Mayor and Deputy Mayor for Policing and Crime hold the Metropolitan Police Service (MPS) and the top team to account. I believe earlier this month some performance targets were set as part of a 20-20-20 vision. Perhaps I can start, Mr Morley, with you. Could you just very briefly tell us what that 20-20-20 vision is?
