This is an incredibly difficult area because in fact you do not want to stop whistle-blowers. You do not want to stop the police officers who are reporting on illegal activities within the Metropolitan Police Service. You want them to come forward. I wanted to bring us on to the topic of violence against women and children. I think you know that we are doing a piece of work on it at the moment. We have met with women's support organisations and so on, with a view to presenting that report to MOPAC and then having it feed into your update to the Mayor's strategy. It is very simply stated that we have a commitment from the Mayor's Chief of Staff about the quality and quantity of financial information we will be receiving and it should not diminish. My exhibits are (a) Police and Crime Committee monthly report, one paragraph of financial information, which says I think diddly-squat is the accounting term, and (b) is MPA Finance Committee, Resources Committee, same time last year, 24-page report with tables with accurate information on the departures from the budget. I want to ask you some questions about undercover officers, Mr Mackey. I have been asking the Commissioner questions now since June and I finally got a letter on 23 October 2012 marked Confidential and Private. There was absolutely nothing private in there and absolutely nothing confidential.
