Can we look at the MOPAC role now? My question is directly to Stephen. There are two questions and thank you. I think you have provided the Committee with some correspondence from the previous questions around this issue. Can you just explain to us how the MOPAC plans to oversee the Metropolitan Police Service implementation of the Leveson recommendations will work? I understand there was an Audit Committee yesterday. I just want to clarify a bit on that transparency process, and it goes a bit back to some earlier answers you gave on the future of community safety funding plus the DIP money. OK, not all of it, but some of it is MOPAC's money and I think in your desire for joint commissioning, is it joint decision-making or is the ultimate decision going to be with MOPAC or with the London Crime Reduction Board? What is the line of accountability? Is it ultimately advisory to you, you sign it off, or are you going to share that decision...

Can we move away from the preplanned operations and some of the specialist operations, and talk to what is available in boroughs in terms of response? Just to get to the bottom of two cars, four officers being added and TSG group already in existence, could you just explain to me, would they only be available to certain boroughs in terms of tasking? Of course, Lord Justice Leveson will be commenting about the policing relationships with the media and he will also be commenting about politicians' relationships with the media. Can we ask, Chair, both for yourself and the Mayor about the transparency of relationships, about meeting with the press? I have three quick points. Can we go back to earlier on about the labelling and the various boxes? Let us not deal with the 6,000-odd officers that you are looking at and analysing some of the issues that you said we wanted to be careful about taking decisions in relation to those. My point relates to the Local Policing Model and goes back to Safer Neighbourhood Teams, or should I say Area Teams for discussion. Really, on the rationale of amalgamating ward-based Safer Neighbourhood Teams, in the Crime and Policing Plan it will be the broad thrust of it, what consultation is going to take place at local level about deciding -- I think earlier you, Deputy Mayor, said, 'There might well be a single one in a town centre depending on crime levels', I am not sure if it was the Commissioner or you, 'or it might be a number coming...

Operation Terminus, I think if we can begin with MOPAC, I think you have had representations, the Refugee and Migrant Forum of East London has written to the Mayor around those issues. Do we happen to know what the Mayor's response to the letter from this group is?

The last MOPAC Challenge in October identified the issues around a very rapid increase in volume of theft from the person in the boroughs. Given the period of time, and it was an annual comparison with the previous year, there has been an explanation, but have you had a chance to drill deeper into why this has occurred in that period of time?

Very quickly, on the compensation issue of any compensation paid, look, you are making massive cuts to our services here in London. I hope that you are going to recover any monies that have to be paid, if they are paid eventually, from the owner of this or from the Association of Chief Police Officers Terrorism and Allied Matters (ACPO TAM) who were meant to be supervising these officers.
