    I have three quick points. Can we go back to earlier on about the labelling and the various boxes? Let us not deal with the 6,000-odd officers that you are looking at and analysing some of the issues that you said we wanted to be careful about taking decisions in relation to those.     I just wanted to make one comment on the consultation programme. I am going to agree with Caroline that an hour per borough seems quite short. How are you going to demonstrate that you have listened to people, because obviously the real way that you can demonstrate that consultation is meaningful is by demonstrating that you have taken comments onboard? Are you going to allow room for change if after what is an extensive consultation you find that you do not have the support for the plan that you are obviously hoping to get?

    Just to go back briefly, I have two questions if I may please, just to go back and follow up what Len just said about sector inspectors. The working group chair in Kensington and Chelsea recently wrote to us because they had nine sector inspectors over a very recent period of time.     My point relates to the Local Policing Model and goes back to Safer Neighbourhood Teams, or should I say Area Teams for discussion. Really, on the rationale of amalgamating ward-based Safer Neighbourhood Teams, in the Crime and Policing Plan it will be the broad thrust of it, what consultation is going to take place at local level about deciding -- I think earlier you, Deputy Mayor, said, 'There might well be a single one in a town centre depending on crime levels', I am not sure if it was the Commissioner or you, 'or it might be a number coming...

    I had a process question, which is one of the reasons I am on this earth, or indeed on this Committee. It is about the Police and Crime Plan.     I am going to start today and start by asking some questions about the MOPAC Challenge mechanism. The Deputy Mayor for Policing and Crime has set up what he calls MOPAC Challenge, which is the principal mechanism through which the Mayor and Deputy Mayor for Policing and Crime hold the Metropolitan Police Service (MPS) and the top team to account. I believe earlier this month some performance targets were set as part of a 20-20-20 vision. Perhaps I can start, Mr Morley, with you.     I think my colleagues may have picked some of the cherries out of this by the time I got here. Just to explore the targets, first of all, Deputy Commissioner, let us talk about the culture that target-setting creates. How do you make sure that the targets which you set drive performance and measure performance rather than create incentives to do things that we would not want people to do, make people focus in the wrong direction or even dare I say it fabricate results?
