Earlier work on the RAF showed that Croydon and Sutton could expect a fairer allocation of up to 181 police officers. Since then the formula has been altered to allow for capital city definitions and you and the Mayor have expressed your views that BWT (Budgeted Workforce Total) March 2002 should be fully applied. Why, if the RAF was reviewed precisely because BWT was seen as 'unfair', should the new formula be blunted in its effect by waiting until BWT March 2002 is reached? .
