Through the Adult Education Budget (AEB), the GLA funds English for Speakers of Other Languages (ESOL) provision for around 40,000 people in London at a cost of approximately £40 million. Mr Mayor, yesterday we heard [Mr] Justice Swift tell the High Court that he could make no promises that he would have reached a judgment in the ULEZ expansion judicial review before August, which suggests that he has found the evidence worthy of very serious consideration.
