    Do you mind if I go back to this conversation you had about your freedom to get the work done? What you are saying is that the Infracos are contracted to do this work and cannot do it; you have got money left over, but the contract is such that you are not allowed to outsource this work, which is badly needed, because of the contract.     Thank you very much, and I thank Peter Hendy for acting so fast. He told me the reason for this error was the printing timescale, which went all wrong. But this is a very sensitive issue in this area because of the closure of Richmond Park. So there is a lot of transport that goes up and down Roehampton Lane and Priory Lane and is now going to go to Roehampton Estate.     At the MPA I have acknowledged the work that MPA members and the Met have done on this issue. Sitting as a Magistrate I certainly notice that there is a culture change in the police. Sir John, are you actually bringing the Magistracy on board as a whole? Because I have recently sat on quite a few of these cases and maybe one of my colleagues was not quite in agreement with my judgement.     As link member for Bromley, I just wonder, Lord Harris, whether in fact you have the right information. The Chief Superintendent has managed to change the duty roster and he also has a charging unit for the sergeant that runs it so that when an officer comes in with an offender he is handed over to the charging unit. The officer is then able to go out on to the streets again, which increases visibility. I wonder whether you have the right information because certainly they have the highest visibility of officers in the Met. I would like to ask...

    We are not trying to put barriers in the way of Step Change. Like everybody else we think Step Change is an excellent initiative. The barrier is affordability, particularly given the savage cuts the Government has hit all of London's public services with this year. On the issue of affordability, I would like ask two things. Have you had assurance, or even a nod and a wink from Government Ministers, that after next year's pilot which will cost £26.2 million, yes the money would be forthcoming from Government sources?     I really commend the work that you are doing. I must congratulate you on the preventative work that you are doing, because it really is quite excellent. Under the guise of vulnerability, can I ask whether under your draft London Safety Plan and your modernisation plans you can assure me that there is going to be enough equipment and staff in areas where there are a large numbert of residential tower blocks? I mean council estates in London. Can you assure me that equipment and manpower is available in those areas?
