Nicky Gavron (AM): Thank you for the report and thank you so much for the way you are amplifying it, Tony. This is a little bit different from what Jenny Jones and Murad Qureshi have been saying but it is building on that. Do you think if there was a targeted form of land tax on those sites which have planning permissions, and we know now we have 211,000 homes sitting on land with planning permission at the moment, that would help bring forward housing?

I want to follow up from Stephen Knight's questioning on the CPI. Perhaps I could ask Kate, because she did not get a chance to answer. Have I got it right that the CPI is going to mean that rents are now going to be tagged to the CPI, rather than to rent inflation? Further, as the CPI has always risen at a much lower rate than rents, the 30th percentile which the LHA is tagged to will drop to perhaps 20th or 10th percentile available? Have I got this right?

Nicky Gavron (AM): I want to go back if I may to Caroline Pidgeon's question where you were talking about the level of affordable housing. There has always been a real concern that the brilliant and beautifully planned Park and its neighbourhood might become an enclave for relatively well-off people. It would be a real failure for legacy if it were not to deliver mixed and balanced communities. Now, 35% affordable homes is not a very high proportion. Could I drill down into what is meant by 'affordable'? I do not mind which of you answers.

This is not in any way to diminish what I think is your spectacular achievement, but it is just one story. My family got tickets for the Paralympics. We were unable to get any tickets for sessions at the Games that we wanted to go to. At the very last minute, at a pretty hefty price, we were able to go to the O2 to see the first Saturday - absolutely amazing men's gymnastics - but it was half empty. Why was that? This was the morning. It might have filled up in the afternoon, but in the morning.

Nicky Gavron (AM): While we are on land and talking about the planning system, currently the Assembly's Planning Committee is looking at the community infrastructure levy (CIL). That is, to a certain extent, a fixed charge, although there are lots of complications because it is set different in different boroughs and there is not necessarily a duty to cooperate and so on. Nicky Gavron (AM): Picking up on what you were saying earlier about hypothecation and recognising that you are trying to do a very important, long term job which may pay off, in the shorter term, how far is your survey of other cities looking at the ways in which other city governments have been enabled to set charges like congestion charging, or have the powers to set levies and so on, which they can hypothecate?
