    There is a longstanding problem of rat-running off the A232 through the Whitgift Estate to the south of the Addiscombe Road. A petition reflecting the strength of concern of residents about this matter was submitted by post by residents in December last year to Croydon Council and the GLA from 74% of all households on the estate, calling for a No Left Turn into the first three left turns travelling west on Addiscombe Road on weekdays from 7am to 10am.     Under your congestion charge you have advised that if your Blue Badge holder discount registration form is received on or before 24 December 2002 disabled drivers will not have to pay the £10 registration payment for the first year. However, post offices are not able to register blue badge holders until early 2003, so barring blue badge holders from securing their exemption from the £10 registration charge through the convenience of their local post office.
