    How does the Mayor square his stance in the London plan that on one hand "the historic character of the suburbs is to be preserved" and that "Every suburb is unique and requires a tailored policy response in accordance with local circumstances (2A.55) and on another that he will "refuse permission for strategic referrals that under-use the potential of the site in line with policy 4B.1" (policy 4B.3) and that UDPs must be in general uniformity with the London Plan (5.23) suggesting that one size fits all? .
