  • Double Counting of Salaries

    • Reference: 2002/0236-1
    • Question by: Elizabeth Howlett
    • Meeting date: 13 November 2002
Why is the cost of the retention of officers following the implementation of C3i being included in the part year cost of additional officers recruited (£48.1m) and being charged to the 2003/4 precept when the salaries of these officers are already in the core budget? Do you agree that without a corresponding negative budget figure in savings that this is double counting? If you do not agree, please clarify the position.

The London Plan forecasts a population increase of approximately 700,000, but the implications of the population growth for school places, health service provision, policing and transport have not been quantified. • Question by: Elizabeth Howlett
    • Meeting date: 23 October 2002
The target in the plan of 820 additional dwellings per year in Wandsworth, would require a higher level of development than that which has been achieved since 1997, a period which has seen record levels of house building. The windfall sites available over the last ten years for housing development will not be available again. Does the Mayor not think that a rolling five-year target would be more realistic? .
  • Victimisation of Workers

    • Reference: 2002/0112-1
    • Question by: Elizabeth Howlett
    • Meeting date: 16 October 2002
I have had a complaint from a constituent who works for London Underground, and to quote, "The current dispute is making working life intolerably difficult for many of us. I faced constant abuse from members of the public I was trying to assist on Wednesday, and now I have been suffering abuse and aggressive behaviour from union activists who are trying to intimidate and pester staff who came to work during the strike. I feel very strongly that this strike has been extremely destructive and is totally unjustified." "I am horrified and appalled at Ken Livingstone's actions and his failure...

  • London Cycle Network

    • Reference: 2002/0151-1
    • Question by: Elizabeth Howlett
    • Meeting date: 16 October 2002
I have received a letter from a gentleman who cycles daily from Battersea to the city and complains that the London Cycle Network is hardly visible and there is an apparent mismatch in local councils' commitment to the London Cycle Network. What are you doing to co-ordinate the route of, and the publicity for, the London Cycle Network? .
