    Further to the recent mains water burst on the A3/A205 West Hill, Wandsworth, concern has been raised on the time it took to respond to the flooding emergency. The only resource supplied to mitigate the flooding of properties affected by the burst main was sandbags supplied by the local authority, who no longer have maintenance responsibility for this road. It appears that in emergency situations, there is a significant decrease for the residents of Wandsworth in the speed and quality of response than that previously provided by the local authority on Tfl roads.     There is an omission in the London plan which is that you have not addressed the residential institutions C2 Class order which moves the change of use to a nature of use, which is very different from its present use. That is, that a residential home for elderly people could be changed without planning permission to an institution which would house difficult and dangerous offenders, thus leaving many vulnerable communities without safeguards and without consultation on the change of use. Will you lobby Government that permission for such a change of use should be obtained? .

    Is it the case that the traffic signal system at Vauxhall Cross has been set to give the impression that the scheme on Vauxhall Cross can cope with traffic when in fact the traffic is being forced to queue on the roads leading to it? .
