    In the light of the ODPM's decision to allow LB Richmond a target of only 40%, how do you plan to achieve your objective of 50% affordable housing Londonwide? Given that that the ODPM has overruled one of the London Plan's primary goals, doesn't this undermine the credence of the London Plan itself?
