How do you defend a situation where your Public Carriage Office (quite rightly) requires black cab operators to comply with new emission regulations, but imposes its cab specifications in such a way that operators can only buy vehicles manufactured by LTI? Is it acceptable that LTI should be increasing their profits on the back of the monopoly you have fostered, and when are other manufacturers going to be allowed to compete?
