    The Royal Hospital Chelsea (RHC) have expressed concern to me that if the congestion charge is extended to Western London it will have the hurtful effect of deterring visits to the pensioners who live there from their friends and relations. Visitors often have to drive a considerable distance in order to see those living at the RHC, which is not best served by public transport. Will the Mayor recognise this as a special case and suggest a means by which friends and relatives of RHC might be allowed to visit without incurring a charge?

    Given that the GLA member for the North East has apparently won a pledge from the Mayor of London to give a 90 per cent discount on the congestion charge to residents living within Old Street, Shoreditch High Street, Great Eastern Street and Hoxton Square, can the Mayor please explain why he is unwilling to consider those residents of Little Venice W2, who are about to be severed from their local roads and shopping centres, and from their schools and public services, by the Western extension to the congestion charge zone?

    The Mayor will be aware of calls form a variety of interest groups and experts urging him to suspend the congestion charge and delay its extension to help London to recover from 7/7 and regain its visitor numbers. These calls have been ignored. Can he explain what the extension of the congestion charge will do to help encourage more people to come back to London?

    Will the Mayor confirm the basis upon which TfL build their cost-benefit justification for the congestion charge and its extension, is a time saving of 30 seconds on an average bus journey per person and 2.5 minutes on an average journey in London by other vehicles? Could he confirm that these units of time are added together in an attempt to create an impression of a significant time saving in London over a longer period? Finally, could he explain the basis upon which TfL has allocated economic value to these time savings?
