    While addressing a meeting of local councillors recently, the Mayor called for the Assembly to be scrapped and scrutiny of his activities to be taken over by local councillors. At the subsequent LSE London Conference he described the quality of local councillors as "garbage". Is this strategy due to his desire to see effective scrutiny abolished?
