Please explain the reasons for the siting by TfL of new lamp standards in the Upper Richmond Road West in East Sheen, and their swift subsequent moving, in some cases twice. What consultation has taken place (including with those with premises along the affected stretch), and is to take place? What are the costs of the work, and how much of this is cost attributable to abortive work? Does TfL propose to give an apology to those affected?
