    The Croydon Society Transport Group has raised the issue of the demand for transport not necessarily coinciding with administrative boundaries. There is currently a failure by TfL to provide a public transport link between Farleigh and Croydon at a price and frequency capable of diverting people from car travel. There is resentment at a perceived inconsistency with other TfL contracted cross boundary routes.     Unlike congestion charge fines which fall upon the driver of a hired car, transgressions of bus lanes fall upon the registered keeper under the London Local Authorities Act 1996 (as amended). Do you feel that this is an unfair burden on small self-drive hire firms and would you lobby for a change in the legislation on this matter?

    I have been contacted by a resident who lives within the proposed Residents' Discount Zone for the new Congestion Charge area. He does not own a car, but is reliant on his sister who lives outside London for transport as he is elderly and cannot use Public Transport for shopping and any activities which require travelling further than his own immediate area. Has any thought been given to cases such as this, where the immediate members of the family will be penalised financially for giving necessary care and support to those who live within the Congestion Charge area?
