For the Ambassadors of nations where their legal advisers are preventing the payment of the congestion charge by assuming the charge is a tax, could such Diplomats be asked to pay a charitable donation equivalent to their debt which could be used to offset special hardship cases as well as release them from their outstanding obligations? Would this action, if negotiated by TfL and the USA, help reduce the danger of growing anti-American feeling over this issue?
