  • Elgin Crescent/Kensington Park Road

    • Reference: 2007/2407
    • Question by: Angie Bray
    • Meeting date: 17 October 2007
In your response to question 2077 at MQT on 12 September you stated that only previously unserved roads are tested to ensure buses can be run safely and efficiently along residential streets. Does the Mayor consider it acceptable that no tests are carried out when the number and frequency of existing buses are significantly increased or additional bus routes are added to a residential street already served by other routes?
  • Elgin Crescent/Kensington Park Road (2)

    • Reference: 2007/2408
    • Question by: Angie Bray
    • Meeting date: 17 October 2007
You have stated that TfL only consults residents when proposing a new bus route on roads that were previously unserved by buses. Does the Mayor accept that a marked increase in the number of buses using a residential street, particularly one which is unsuited to buses passing in both directions, is something that should not go ahead without testing for safety and the environmental impact on residents, and that this should also be the subject of prior consultation with the residents of the streets most affected?
  • Elgin Crescent/Kensington Park Road (3)

    • Reference: 2007/2409
    • Question by: Angie Bray
    • Meeting date: 17 October 2007
How can the Mayor justify the claim that re-testing is not generally necessary in cases where the frequency changes of where a new route is operated over an existing bus route when there is clearly a significant environmental impact on residents of Elgin Crescent and Kensington Park Road?
  • Elgin Crescent/Kensington Park Road (4)

    • Question by: Angie Bray
    • Meeting date: 17 October 2007
Does the Mayor accept that, by not testing on routes using narrow residential streets where the frequency of buses is significantly increased, TfL are failing in their obligations under Health and Safety legislation?

    • Question by: Angie Bray
    • Meeting date: 17 October 2007

    • Question by: Angie Bray

  • Elgin Crescent/Kensington Park Road

    • Reference: 2007/2075
    • Question by: Angie Bray
    • Meeting date: 12 September 2007
The residents of Elgin Crescent and Kensington Park Road are very concerned with the number of bus routes using these two narrow residential roads. At present there are 3 routes, with buses passing every minute. The introduction of bus route 452 in November last year has added to the severe congestion and unacceptable levels of noise and vibration as buses cannot pass in opposite directions, in some cases causing complete gridlock. I am informed that residents met with TfL in April this year and presented them with well-researched evidence and alternative solutions and routes, which were also supported by councillors...
  • Elgin Crescent/Kensington Park Road

    • Reference: 2007/2076
    • Question by: Angie Bray
    • Meeting date: 12 September 2007
Buses frequently race in low gear along Elgin Crescent, which is a short street with traffic lights at both ends, in order to get past buses waiting at the other end. What testing procedures have taken place to ensure that buses that drive through Elgin Crescent and Kensington Park Road comply with EU regulations on noise and vibration 'in use', as opposed to simply having their noise and vibration levels ascertained under test conditions when buses are either new or recently serviced?
