    It has been reported that TfL are planning to spend £30 million over the next four years to investigate the potential use of GPS technology to administer the congestion charge. Firstly, is this correct, and secondly does this mean you have revised your opinion expressed in 2004, where you stated; '(an) effective and value for money GPS system is unlikely to become available in the next 10 years and would be largely dependent on national development'?

    Why did you choose not to suspend the congestion charge on the 29th June, when the police closed the main alternative route for drivers choosing not to pay the charge, Park Lane, and when most of central London was severely disrupted? Do you think it fair that drivers still had to pay the charge on that day?

    In answer to my question No. 1137, you stated that "The factors above make it unlikely that this would be a suitable location for the testing of photovoltaic noise barriers...although TfL will, of course, check out any possibilities for adding PV cells in future." Would it not be more sensible to assess the possibility of using such cells now, whilst the proposed work is still in the planning stage, rather than later when the work is already completed?

    The junction with Marylebone Road at the top of Marylebone High Street has for some years caused great concern for local residents. Traffic turns left into the High Street through the green pedestrian signal when the 'ahead only' lights are green, due to the force of traffic behind wanting to go straight ahead. There have been several near-misses at the junction, which is used by children from St Marylebone Church of England School and St Vincent's primary school, as well as patients making their way to and from the nearby hospital. There is obviously a serious problem with poor design...

    Can the Mayor explain why the traffic lights at the Lillie Road junction with Fulham Palace Road have not been working on several occasions during May 2007? I personally witnessed a near-miss incident recently with an ambulance at this junction. This is clearly a potentially highly dangerous junction, can the Mayor give reassurance that this set of traffic lights will function properly from now on and get what maintenance is necessary to ensure that?

    In your response to Questions 1115 and 1116 re the Clash of Civilisations conference, you claim that 'The usual practice is to make the main speeches available and this been done' and refuse to produce transcripts of the entire session. Will the Mayor name other occasions when this 'usual practice' has in fact been done and will he concede that as it was a most unusual conference it would in fact be useful to have fuller transcripts?

    Will the DVD of the Clash of Civilisation Conference mentioned in your answer to Question 1119 show the entire conference, will copies be distributed to Assembly Members, and does the Mayor plan to charge interested members of the public for copies?
