    Since 2008, climate change has risen up the political agenda. The inclusion in the new draft London Plan of the target to cut CO2 emissions by 60% by 2025 from 1990 levels (policy 5.1) and that the GLA will monitor annually the progress on the contribution of all relevant stakeholders towards its achievement is welcome. Effective implementation and monitoring needs specific policies on different aspects of planning in the London Plan and clear reference to other strategies - climate change needs to be a consistent priority across all the mayor's activities.     Chapter 8 - implementing, monitoring and review National indicators for climate change have changed in scope and range. The GLA has only two key performance indicators for climate change, covering strategic development and renewables. It is not meeting the measures in new National Indicators. This means that the setting and monitoring of targets is weak compared with the Boroughs who are required to meet national targets set by CLG and DEFRA including the climate change indicators, for example 185-188.
