    The government devolved to you £33.8 million to spend between 2011 and 2015 on commissioning rough sleeping services. The Mayor's final budget shows £7.5 million was spent in 2011/12 and that £21 million will be spent in the remaining three years from 2012 to 2015 - including the £9.5 million being spent this year. That makes only £28.5 million, meaning that £5.3 million is currently missing from the budget. The full £33.8 million was in December's draft budget. Why was £5.3 million cut from rough sleeping services between your draft and final budget?

    The Mayor's 'Rough Sleeping Commissioning Framework 2011-2015' consultation closed on 12 August 2011. Over ten months later the finalised framework has still not been published. According to pages 15 and 16 of the consultation document, seven services providing vital services to London's rough sleepers ended on 31 March 2012. I understand that these services cannot be re-let until the finalised commissioning framework is published. Could you therefore tell me if those services are still being provided and, if so, how and on what basis are they being provided?
