    In November, commuters faced days of chaos on the Piccadilly Line, due to a shortage of trains. It seems inconceivable that more than half the trains on a particular line are unable to be used. Is 'the wrong type of rain' an excuse for such chaos and what can the mayor do, to make sure this does not happen again.
