    I am surprised to hear that information because one of the bids to the Home Office was for the dedicated security posts, 300 posts, included in that 1,000 you have just referred to and the Police Authority was informed at the beginning of February that we are not getting the 300 posts, we are only getting 97 posts. So there is already a shortfall of 200 in the 1,000 additional officers that you are suggesting your budget will provide.

    In direct contrast to the claim in your Mayor's report that crime is falling in London, results from the British Crime Survey suggest that the level of crime in the capital has remained the same since 2002. Do you accept that the British Crime Survey is a more accurate reflection of actual crime levels than figures of reported crime?

    What consultation was undertaken with passengers before introducing audio messages on buses and train at every stop? Are you confident that this development accords with the wishes of a majority of passengers?

    Can you take steps to restrain the carrying of opened cans and bottles of alcohol on London's public transport? For other passengers, it is generally associated with noisy and intrusive behaviour and also risks spills and leftovers that are smelly and sticky.

    I see, but these are all the reasons why you said in the quote I read out before that the British Crime Survey is a better method than recorded crime because methods of reporting and recording change.

    You yourself say the British Crime Survey provides a reliable measure of crime. Recorded crime provides a measure only of crimes reported.

    Whichever way we dress up these figures, actual crime experienced by Londoners has not dropped and has certainly not dropped by anything remotely like the 50% you aspired to, on the record, four years ago. Follow Brian Paddick; say if you fail to achieve the commitment you gave four years ago you will not seek re-election.

    Mr Mayor, we should compare our surveys. I have the figures here in front of me for the British Crime Survey since 2002 which show that they are on a plateau, both for household crime and for personal crime, and that in the last six years, in contrast to reported crime, they have not fallen at all.
