    In October, it was announced that new rules making rough sleeping a legal ground to cancel or refuse permission to stay in the UK would come into force on 1 December 2020.     According to the latest CHAIN data, there were 3,444 rough sleepers in the capital between July and September 2020. Of these, new rough sleepers accounted for 55% of all rough sleepers. On 11 January, the hold on section 21 evictions is due to come to an end.
