    • Question by: Noel Lynch
    • Meeting date: 28 April 2004
I have observed that many bus drivers do not pull buses over to the kerb when stopping. This causes great difficulty for many people but particularly older people who find to hard to take a big step up and onto the bus. What can you do to ensure that all bus drivers pull over at the kerb? .
  • Safety of bicycle messengers

    • Reference: 2004/0629
    • Question by: Noel Lynch
    • Meeting date: 28 April 2004
On 23 February 2004, London bicycle messenger Sebastian Lukomski was killed by a collision with a Heavy Goods Vehicle at the junction of Lower Thames Street and Queen Street Place. He is the 7th London bicycle messenger to have died whilst working. All 7 have been killed by collisions with HGVs. The majority of cyclists killed or seriously injured in Central London are involved in collisions with HGVs. On 19 March the London Bicycle Messenger Association (LBMA), the representative body of London's bicycle messengers, wrote to the Mayor to ask him to consider various measures, including restricting HGV movements in...
  • Southmere Green, Erith Marshes

    • Reference: 2004/0653
    • Question by: Noel Lynch
    • Meeting date: 28 April 2004
In April 2003 a letter from the GLA (Biodiversity Team), referring to the Southmere Green site proposed for business park development, stated that '...the Mayor and the GLA do not agree that the majority of the site is not grazing marsh.' Len Duvall was reported recently in the Guardian as saying that Southmere Green is actually a brownfield site. Is the majority of Southmere Green grazing marsh or a brownfield site? .
  • Public Toilets at Tube Stations (Supplementary) [1]

    • Question by: Noel Lynch
    • Meeting date: 28 April 2004
Do you agree that this is a very big issue for older people and that older people have not received the attention they deserve from your transport policy?
  • Public Toilets at Tube Stations (Supplementary) [3]

    • Question by: Noel Lynch
    • Meeting date: 28 April 2004
Your transport strategy refers to a truly accessible city, more transfer from cars to public transport and social inclusion. Do you accept that a lack of toilet facilities is likely to defeat achievements on all these three objectives? Are you aware that half a million Londoners suffer from incontinence problems? How are they supposed to use the public transport system?
  • Public Toilets at Tube Stations (Supplementary) [4]

    • Question by: Noel Lynch
    • Meeting date: 28 April 2004
LTUC has said that even where there are toilets, about 25% of them are not accessible because they are locked. Some of the new stations like Canary Wharf have very good toilets, but that is if you can find them. You say there are notices about toilets in every Tube station. I have never seen one, and I travel two or three times a day on the Tube. There seems to be a problem with signage in the stations that do have toilets.
  • Non-animal medical research

    • Reference: 2004/0546
    • Question by: Noel Lynch
    • Meeting date: 31 March 2004
Would the Mayor back proposals to establish London as a leading centre for non-animal medical research, in line with policy 3B.6 of the London Plan, which states that: the Mayor will support the retention and development of London's leading edge research, and encourage the establishment of new foci for innovation and research excellence? . .
  • Sustainable construction

    • Reference: 2004/0547
    • Question by: Noel Lynch
    • Meeting date: 31 March 2004
Do you accept that the SPG on Sustainable Design and Construction has been delayed too long, given the urgent need for London-wide enforceable standards for energy efficiency and clean energy, and bearing in mind that housing built today (with a life expectancy of 60+ years) will affect London's ability to reduce carbon emissions by 60% by 2050? .
  • Public toilets

    • Reference: 2004/0548
    • Question by: Noel Lynch
    • Meeting date: 31 March 2004
Do you agree that the provision of public toilets (including quantity, maintenance, security and accessibility) in London is often woefully inadequate and does not befit a "world class city"? What will you do to improve the situation, for example, through your SPG on Urban Design Principles, your 100 Public Spaces Programme and your powers over planning applications? .
  • Reservoirs

    • Reference: 2004/0549
    • Question by: Noel Lynch
    • Meeting date: 31 March 2004
Is it envisaged that London's growth to 2016 will require the construction of major new reservoirs in the countryside outside London? What can you do to minimise the need for new reservoirs, taking account of the finding of the recent Assembly Scrutiny on London's Water Supply that "the way to limit the need for new water resources is to tackle leakage levels and so reduce overall consumption, in conjunction with consumer efficiency drives"? .
