    OK. I want to go back, Commissioner, to the point about fire safety and fires in London, which you mentioned there. The latest performance figures clearly show that the number of serious fires have been rising over the last year across the capital; we have seen an increase in fires in dwellings by around 7% and an increase in non-domestic fires around 17% which is concerning, given the trends previously. We are now seeing it reversed. What changes are you going to make to respond to this worrying trend?

    I have a question for the Commissioner, if you can, in a minute, briefly respond. The proposal of what the final shape is, is due to go to consultation. During consultation, if there were requests or requirements to reconsider the start and finish time that you have suggested, would the Authority be prepared to look at it? Obviously in other areas other fire brigades have implemented modernisation programmes and have got different shifts. Would you be prepared to look at those?

    Again, it is relating to the London Plan and forward planning across London. In my own borough and council of Barking and Dagenham there is the intention of between 15,000 and 25,000 new houses going up. This, in a sense, with the further request for more housing, both social and council, in the Ford area, in the marshes, would almost constitute a new ward being developed.
