    I would like initially to thank you, Commissioner, for ensuring that the borough commanders in my part of London were able to, by having a show of strength, prevent any trouble in any of the boroughs which I represent, and I thank him for that. The question I would like to ask is probably one for Kit. One of the few positive things which has come out of this has been the demonstration that it is possible to cut through the red tape which there habitually is in bringing people to justice.     I did not know London's topography changed that often. You said it is quite likely in a catastrophic incident that the advice will be to stay indoors, basically, but how will you manage a spontaneous, fear-led mass exodus, when people panic? What have you got in place for that?

    How would that information be made available to Londoners ' with road, rail, Tube closures so that you avoid that kind of human panic? If transport is running at any point, how are they going to receive those'?

    Just following up on the points about spontaneous evacuation, as opposed to the formal evacuation plans, and if the plans to guide and inform people and all the rest of it did not work, could people expect formal restrictions on their movement in the event of a severe incident?

    Would you agree that the BTP, CCTV systems, and communications systems on the Underground are actually an important part of protection, as well as evacuation plans?
