Can we look at the MOPAC role now? My question is directly to Stephen. There are two questions and thank you. I think you have provided the Committee with some correspondence from the previous questions around this issue. Can you just explain to us how the MOPAC plans to oversee the Metropolitan Police Service implementation of the Leveson recommendations will work? I understand there was an Audit Committee yesterday. I just want to clarify a bit on that transparency process, and it goes a bit back to some earlier answers you gave on the future of community safety funding plus the DIP money. OK, not all of it, but some of it is MOPAC's money and I think in your desire for joint commissioning, is it joint decision-making or is the ultimate decision going to be with MOPAC or with the London Crime Reduction Board? What is the line of accountability? Is it ultimately advisory to you, you sign it off, or are you going to share that decision...

Can we move away from the preplanned operations and some of the specialist operations, and talk to what is available in boroughs in terms of response? Just to get to the bottom of two cars, four officers being added and TSG group already in existence, could you just explain to me, would they only be available to certain boroughs in terms of tasking? Do they get round to all boroughs? They do not stay in one particular borough. The last MOPAC Challenge in October identified the issues around a very rapid increase in volume of theft from the person in the boroughs. Given the period of time, and it was an annual comparison with the previous year, there has been an explanation, but have you had a chance to drill deeper into why this has occurred in that period of time?

Very quickly, on the compensation issue of any compensation paid, look, you are making massive cuts to our services here in London. I hope that you are going to recover any monies that have to be paid, if they are paid eventually, from the owner of this or from the Association of Chief Police Officers Terrorism and Allied Matters (ACPO TAM) who were meant to be supervising these officers. I have a couple of comments to make first. I was one of those who has not been consulted and I have to say we first learned about this - and I am surprised the Committee has not - some months ago when, clearly, some chosen people were consulted over and above others on the local policing initiative. We are now in a position where the consultation has not really started off well, so do not believe it has because of the mixed messages and almost running into a number of other consultations that will become confused. Is one of the problems that you face the quickness and the speed of some decisions? I understand some of the options being discussed now were options that were discussed and, in my understanding, were put out for disposal, Woolwich Police Station, Thamesmead, on the basis that a new patrol base was found. It was on a proviso that counter services could be found in other locations. That was back in 2005 that decision, 2006. I cannot think of a service of the police that is really - for all the changes, and things have changed from bad days in the past - but things have not really got better in terms of confidence in policing for a major section of society. Women cannot have much confidence with the different things going on. I think you alluded to the issue of the cultural changes, the supervision changes, we have done structural changes.
