Sem Moema AM: Thank you, Chair. We are talking about apples and oranges. Help to Buy, as everybody knows here, help precisely nobody on a housing waiting list. It was money for people to buy a house who clearly could not afford homes in London. It has made the affordability crisis in this capital a thousand times worse. Sem Moema AM: Thank you, Chair, and good morning to you, Mayor Khan and Commissioner. My question is about TfL’s delivery of its 20,000 housing target. You have got a target for 20,000 homes by 2031, of which half - I am pleased to hear - will be affordable. However, on 13 June [2023] your Finance Officer said that “the focus is on bringing forward new schemes”, so taking things through planning. Given the challenges in the housing sector at the moment with interest rates, labour issues and maybe concerns that potential partners might have about their own financial position...

Sem Moema AM: My question is for Lyn. What changes have you made to ensure that there is genuinely affordable housing across LLDC so that we can deliver a mixed community? I am aware that the profile of your development there has changed from around 9% affordable housing in 2014 to about 34%, which is just a shade under the London Plan [target], which is excellent, but obviously there is more that could be done. I would be interested in your views on that question.

Sem Moema AM: Nice to see you both. My question is around e-scooters and it is to Andy. I just wondered if you could provide an update on TfL’s rental e-scooter trial that is taking place in conjunction with London Councils, some boroughs and the Government? I would really appreciate understanding how it is being evaluated before the trial comes to an end next year.
