What safeguards should Londoners seek to secure unimpeded public access, barring exceptional circumstances such as fear of public order or safety problems, to 'public' facilities on private land such as shopping centres, office complexes and riverside walkways? Given that this is a growing phenomenon in London does the London Plan say enough about this issue?
